Any governmental unit’s reason of existence is the well‐being of its people. The most basic
for their existence would be survival, shelter and security. However, the collage of world
and local situation over time would show that these three basic needs are not afforded
equally to women and men. Such inequality is not borne out of a natural phenomenon but is
brought about by society’s acquired and learned biases that are most often brought about
by biological determinism. Society’s perception that women and men are different has been
largely influenced by women’s capacity to bear child. Such natural and inherent capacity of
women to bear child has been expanded to the expectation that women should rear

ILOILO CITY – The city government here has embarked on a 10-year integrated solid waste management plan duly approved by the Department of Environment and Natural Resources (DENR) with the main purpose of addressing the problem on increasing solid waste volume and meeting the requirements of Republic Act 9003.

The city legal office issued this response to a complaint letter submitted by Atty. Frances Shanelle Salinas of the Global Legal Action on Climate Change (GLACC) and Freedom from Debt Coalition dated July 16, 2009 that also “threatened to file legal action against the city government for failing to comply with the law on solid wastes.”

City legal officer Edgardo Gil said the 2005-2015 integrated solid waste management plan was prepared by the Iloilo City solid waste management board (ICSWMB) on November 2005 which defines “the closure of the city’s 9-hectare open dumps, the establishment of a 10-hectare sanitary landfill and a 3-hectare material recovery facility (MRF). ILOILO CITY – The “no segregation, no collection” policy against solid wastes in all 180 barangays in this southern city will be implemented seriously by the city government backed up by the city’s solid waste management board starting October 16, 2009.

A new schedule of garbage collection will by then be in place to gather all segregated solid wastes from the barangays from 5:00 AM to 7:00 PM and to allow massive information dissemination to barangay constituents.

This was announced recently by Engr. Raul Gallo of the General Services Office (GSO) after city mayor Jerry P. Treñas and the waste board approved the “no segregation, no collection” program as a vital component of the city government’s battle against mounting garbage.

Gallo said the program is a vital compliance to the provisions of Republic Act 9003 otherwise known as the Philippine Ecological Solid Waste Management Act of 2000 and as a mitigation scheme on climate change on top of compliance to SP Regulation Ordinance 147. Read more »
