Another flyover to be built in Iloilo City

ILOILO CITY – Iloilo City is again a recipient of a flyover project under the “MEGA Bridges for Urban and Rural Development Project” that will be funded by the French Government.

The flyover, which is proposed to be constructed at the junction of General Luna-Jalandoni streets, will be implemented under the President’s Bridge Program of the Department of Public Works and Highways (DPWH).

Emil K. Sadain, executive director of the President’s Bridge Program in a letter to Mayor Jerry P. Treñas has requested the assistance of latter’s office for the conduct of soil/geotechnical investigation as part of the design of the substructure.

The Woodfields Consultants Inc has been tapped as project consultant of the project.

Meanwhile, Treñas, in consultation with Sangguniang Panlungsod’s chairman on traffic committee councilor Erwin Plagata, disclosed that they will also look into other areas where traffic congestion is experienced and compared them with the proposed location.

One area is the junction of the national road in Taft North and Diversion Road in Mandurriao.

“This will be the second flyover for Iloilo City,” he said.

Treñas said there was no mention as to the budget allotted for the project.

The first flyover was constructed at the junction of General Luna and Infante streets, which is worth about P400 million.

Oh no, not another one! Flyovers are terrible urban design. The destroy great urban space, which is rooted in pedestrians. Cities grow and thrive when people walk the streets, not on cars. Great city spaces are wonderful walking spaces. Flyovers make streets dark and closed it. The prioritize the car over the walker, the wealthy over the poor.

Worse then that though, they do little to help with traffic. Want to improve the traffic in Iloilo? Improve the design of the streets and intersections. Most importantly, install traffic lights, synchronized and timed to change with the traffic patterns throughout the day.

Don’t spend the money on more dumb, hard, dirty, dark concrete but on smart street design and intelligent traffic lights.

I could not agree more with Bruce. Is this project really based on any credible study of traffic conditions, alternatives and environmental impacts? Some argument could be made for doing something at the Infante site, but traffic at the Jalandoni site is not really that bad.

General Luna is (or was) one of Iloilo City’s most graceful boulevards. Plunking another monstrosity in front of San Agustin will be an aesthetic disaster, and will, just as the Infante flyover has done, chop away sidewalks, trees and anything else that makes that part of the city attractive.

Perhaps the citizens of Iloilo would benefit more from a public water supply which protects them from cholera and typhoid fever than a flyover to speed SUVs through the city.

An underpass (pass-under as an opposite of fly-over)could have been another option para indi mag dulum ya langit.. Galing waay na ta mahimu kay ara na na. Ang mahimu ta na lang is tell the city traffic managers/enforcers to prohibit PUJs from passing down under the flyover when travelling along Gen. Luna st. They still intersect with vehicles travelling along Infante-diversion road, thus making the flyover inutile. PUJs dont like to use the Flyover because there are no passengers up there. They congest the frontage of UPV and Hotel del Rio for picking-up passengers. All vehicles passing Gen.Luna must pass above the flyover and LOAD AND UNLOAD 100meters away from the foot of the flyover. Ang idalum sang flyover shall be used only by vehicles traveling along infante-diversion road, and by all left-turners. UPV and HDR and their opposites shall be NO LOADING/UNLOADING AREA !! ok ?? Ang waay ka intiende alsa kamut kay typon ko liwat. joke!!
