The European Commission is seeking proposals for projects in the Philippines which might receive grant assistance from the EC-funded “Dialogue on Governance: Strategic Projects Facility” (SPF 2).

The overall objective of the SPF2 is to contribute to improving governance as underlying condition for reaching the MDGs. The project purpose is to catalyze actions of stakeholders to improve the quality of local governance.

Objective of this call for proposals

The SPF2 will support projects that showcase innovative models for partnerships that will build on complementary capacities of different stakeholders in local governance, in order to increase efficiency and effectiveness, and reinforce accountability of local government units, for them to provide public goods that respond to the needs of all sections of the community, including the poor. Applications can come from LGUs, NGOs, and other stakeholders in local governance.

Priorities of this call for proposals

Proposals submitted under this call for proposals should be designed to feature both cross-cutting themes, and should focus on at least one of the sectoral themes listed below.

Cross-cutting themes: Participation and Cooperation

Priority will be given to proposals that feature both a participatory dimension, and a cooperation dimension:

– Participation includes, but is not limited to: participatory governance structures; citizens’ feedback mechanisms (ex. Citizens’ Scorecards on LGU performance); civil society representation in sectoral committees, etc.

– Cooperation includes, but is not limited to: cooperation mechanisms between local governments; Inter-Local Government Cooperative Arrangements; Regional Development Councils; Intra- and Inter-Local Development Councils, etc.

Sectoral themes

In addition to the cross-cutting themes listed above, priority will be given to proposals that focus on at least one of the following sectoral themes:

– Harmonized Development Planning

– Basic utilities, including water, sanitation

– Replication of Sustainable Upland Development model, pursuant to EO 606

– Natural resource management (coastal, watershed management, etc), and pollution control.

There will be 2 deadlines for the submission of concept notes:

16 March 2009 at 17:00, Manila time, and

30 June 2009 at 17:00, Manila time.

The Guidelines for Applicants contain the indicative amounts allocated for each deadline.

Only shortlisted candidates will be invited to submit a full application.

Questions concerning this call for proposals may be sent by e-mail no later than 21 days before the deadline for the submission of concept notes to delegation-philippines-cfs@ec.europa.eu, indicating clearly the reference of the Call for Proposals.

An information session on this call for proposals will be held in the Delegation. Date and time will be confirmed on the Delegation website.
