Traffic Surveys in December

Iloilo City - The University of the Philippines-Visayas, was recently sub- contracted by Katahira and Engineers International (KEI) to conduct Traffic Information Survey as part of the project entitled “Multi- Stakeholder Transport Planning and Traffic Management Improvement in Metro- Iloilo Guimaras under Capacity Enhancement Program for Metro- Iloilo- Guimaras Economic Development Council and Banate Bay Resource Management Council Inc.”. KEI was commissioned by the Japan International Cooperating Agency (JICA) to undertake the said project that will run for three years. Mr. Akio Nakamura of KEI heads the JICA Expert team. UP-Visayas is being represented by Chancellor Glenn D. Aguilar.

The objectives of the Traffic Information Survey are to identify traffic management problems and the acquisition of traffic data for traffic control simulation. Three surveys will be undertaken by UPV, namely Traffic Condition Survey, Road Inventory and Survey on Relevant Traffic Data, and Capability Survey on Relevant Organizations. The results of these surveys will be compared to a similar study conducted by JICA in 2003.

The said project is an inter-agency undertaking in finding solutions to traffic problems and provides temporary employment opportunities to residents of Iloilo. UPV has a strong commitment in ensuring that there is transfer of technology by institutionalizing such kinds of studies and making it as a regular activity of the university.

Prior to the conduct of various surveys, the UPV Project Team held meetings with Mayor Jerry Trenas as Chair of MIGEDC and Committee on Transport and Traffic Management , the TWG for Traffic headed by Mr. Joe Tengco, MIGEDC Executive Director Jose Roni Penalosa, Chief of Traffic Management Enforcement Unit Capt. Robert Foerster, and Mr. Janeo of Sta. Barbara. The project team has started the orientations and dry- runs with hired surveyors. Members of the JICA Expert team Dr. Hussein Lidasan, Dr. Asaichi Miyakawa and Keiko Itagaki-Akamatsu made brief observations during these orientations.

Traffic surveys will be conducted all over Iloilo City to include intersections and public terminals. There is also one survey point in Sta. Barbara. The indicative schedule of actual data gathering are as follows:

• December 5, 7, and 8, 2007 – surveys on intersection volume and in public terminals
• December 9, 10 and 12, 2007 - origin -destination, traffic speed, traffic jam, cordon.
• December 13 onwards - Pedestrian survey

The road inventory and capability surveys will be done throughout December. Surveyors will be wearing proper identification cards and uniformed gold t-shirts with the JICA, UPV and MIGEDC logos on it. They will be surveying the areas from six in the morning to nine in the evening.

With these activities, the UPV Project Team is asking for the citizen’s understanding to the inconvenience these may cause them during the duration of the surveys. One survey involves doing random interviews to motorists and commuters in areas with designated traffic aides. The team is also anticipating for the public’s cooperation since the project will ultimately benefit everyone in Iloilo.

The UPV Project Team is composed of Prof. Rhodella A. Ibabao, Mr. Alan Moscoso, Prof. Ma. Elisa D. Baliao, Prof. Vicente Balinas, Prof. Joy C. Lizada, Prof. Lindley Kent Faina, Prof. Ma. Teresa Tan, and Mr. Christopher Honorario. Engr. Gina Panares and Mr. Jomarie Macairan are also involved as graduate students of Diploma in Urban and Regional Planning.
