Waste board readies “no segregation, no collection” program

ILOILO CITY – The city’s solid waste management board is set to implement the “no segregation, no collection” program as a vital component of the city government’s battle against garbage and compliance to the provisions of Republic Act 9003 otherwise known as the Philippine Ecological Solid Waste Management Act of 2000 and mitigation scheme on climate change.

Board Resolution No. 31, Series of 2009 was passed recently by adopting, promulgating and strictly enforcing a “No Segregation, No Collection” policy in the city of Iloilo and enjoining all sectors, households and communities here to exercise proper waste segregation and reduction at source.

City mayor and board chairman Jerry P. Treñas said the innovative program will be implemented in all 180 city barangays starting October 16, 2009 after consultations with all barangay captains and Liga ng mga Barangay officials.

A new garbage collection schedule will be effective for wet wastes such as organics and compostables to be collected by a green truck; and dry wastes such as residuals and recyclables to be collected by a yellow truck at the designated barangay collection point or material recovery facility (MRF) site.

The new schedule is as follows: Molo district collection is from 5 AM to 8 AM, Mandurriao district from 5 AM to 8 AM, Arevalo district from 8 AM to 11 AM, La Paz district from 8 AM to 11 AM, Lapuz district from 8 AM to 11 AM, Jaro district from 1 PM to 4 PM and city proper from 4 PM to 7 PM.

The garbage must already be segregated at source or at the households with a color coding or any form of identification of garbage or containers such as a green bag or tied with a green rope or any material for collected organics or compostables by the green truck.

The yellow truck will only collect dry residuals or recyclables placed and tied in a yellow bag or any container tied with a yellow rope. Any waste not properly dump on collection point or MRF and not properly segregated shall not be collected by JS Layson trucking.

City environment and natural resources officer Noel Hechanova said the scheme is expected to discipline people on indiscriminate throwing of garbage and reduce the volume of garbage dumped at the dumpsite everyday.

Hechanova said that more than 170 metric tons of garbage collected from markets, business districts, households, restaurants, schools, streets and hospitals are being dumped at the Calajunan site everyday.

He added that the conversion of the city’s open dumpsite at Brgy. Calajunan into a sanitary landfill facility is currently on progress. Based on scientific studies and technical date, the city’s sanitary landfill when fully operational, will only be able to accommodate the city’s wastes for a maximum period of more or less 10-15 years.

    hopefully, the city could strictly impose this program. i think all barangays should effectively and strictly implement their own solid waste management program to compliment the city’s waste program.

    it is stated in this article that recyclable materials are to be collected by the yellow truck. i think it is important to communicate to the public that recyclable materials, as much as possible, should not be collected by the yellow trucks. such waste should be treated at the household or barangay level. collecting and selling of recyclable materials is a source of income for the household and barangay and also best way to divert recyclable waste.
