No segregation, no collection of garbage starts this week

The new schedule of the policy on “no segregation, no collection” will start on Friday, October 16 against solid wastes in all 180 barangays in this southern city. The policy will be implemented seriously by the city government backed up by the city’s solid waste management board (SWMB).

This was announced by city mayor Jerry P. Treñas and Engr. Raul Gallo of the General Service Office (GSO) as the new schedule of garbage collection by garbage trucks of JS Layson will take off from 5:00 AM to 7:00 PM in the barangays.

Gallo said no segregation, no collection policy is a vital component of the city government’s battle against mounting garbage and it its desire to reduce the collected garbage at the city’s controlled dumpsite in Calajunan, Mandurrioa district.

Gallo said the program is a vital compliance to the provisions of Republic Act 9003 otherwise known as the Philippine Ecological Solid Waste Management Act of 2000 and as a mitigation scheme on climate change on top of compliance to SP Regulation Ordinance 147. Read more »

ILOILO CITY – The city’s solid waste management board is set to implement the “no segregation, no collection” program as a vital component of the city government’s battle against garbage and compliance to the provisions of Republic Act 9003 otherwise known as the Philippine Ecological Solid Waste Management Act of 2000 and mitigation scheme on climate change.

Board Resolution No. 31, Series of 2009 was passed recently by adopting, promulgating and strictly enforcing a “No Segregation, No Collection” policy in the city of Iloilo and enjoining all sectors, households and communities here to exercise proper waste segregation and reduction at source.

City mayor and board chairman Jerry P. Treñas said the innovative program will be implemented in all 180 city barangays starting October 16, 2009 after consultations with all barangay captains and Liga ng mga Barangay officials. Read more »

City creek dredging project to start

ILOILO CITY – Mayor Jerry P. Treñas is urging the Department of Public Works and Highways (DPWH) to immediately start its P50 million dredging project at the Dungon Creek here in identified staging areas along the 15-kilometer creek without houses.

Treñas said there are several areas where dredging can be started without hassle from residents and the excavated soil from the creek can be dried and brought to the Calajunan Creek as soil cover of the old dumpsite.

The initial dredging at the staging areas will be inspected by DPWH soon in a move to immediately start the project designed to help deter flashfloods. The long stretch of the creek from Sambag, Jaro to an area behind Marina Restaurant at the diversion road is expected to pass by 13 barangays in Jaro and Mandurriao districts. Read more »

Board finalizes city solid waste plan

ILOILO CITY – The technical working group of this city’s solid waste management board chaired by Mayor Jerry P. Treñas is finalizing the solid waste management plan to beat the deadline of the national government’s grant of 40 percent from its national SWM Program for local government units.

This was announced by Treñas after a meeting with President Gloria Macapagal-Arroyo and DENR Secretary Lito Atienza recently to discuss the many provisions of Republic Act 9003 and other environmental laws.

Treñas said the city may foresee a bigger grant from the national government should its SWM Plan be implemented immediately within this year.

The city chief executive is also ordering the fasttrack implementation of projects at the Calajunan disposal area in a move to convert the same into a sanitary landfill.

The city has contracted a P90 million loan from the Development Bank of the Philippines and 8 projects are already completed, 4 ongoing projects, 1 project already awarded and 5 are for checking. Read more »

First coal-fired power plant up by end 2010

ILOILO CITY – The first commercially viable coal-fired power plant in Western Visayas will be commissioned by the last quarter of 2010 at its site at Brgy. Ingore, La Paz, Iloilo City. .

This was announced by Engr. Adrian Moncada, president of the Global Business Power Corp., proponent of the P16 billion power plant investments during the Power 101 power situationer report conducted by the Iloilo Business Club was April 17, 2009 at the Hotel del Rio here.

Moncada admitted that landfill development is currently ongoing in the 24-hectare site and actual construction will start by July or August this year. Read more »

Iloilo to upgrade land use plan

ILOILO City’s comprehensive land use plan (CLUP) will be upgraded to make it more attuned to the socio-economic needs of a growing local government in the Visayas.

Mayor Jerry P. Treñas said the City Government has scheduled a workshop for Thursday on the upgrading of the plan. The meeting will be held at Sarabia Manor Hotel.

Treñas added he has asked urban planner Felino Palafox Jr. to draft a comprehensive upgrading plan that will focus on poverty alleviation and involve all sectors. Read more »

Bioregional planning

PLANNING offices are regular features of provinces, cities and municipalities in the Philippines. These offices are mandated to chart the growth of their respective local governments and at the same time provide contingencies during crisis. But there are development issues that straddle across boundaries, giving birth to regional planning to effectively address concerns that are not exclusive to one local government. Regional planning has thus become a venue for sharing ideas, resources and actions so common problems can be attended to collectively.

However, recent environmental phenomena caused by climate change – like the flood that hit Iloilo City and neighboring municipalities – showed that regional planning may not just be enough to manage growth. In this era where the environment directs what development path communities should take, there is a need to look beyond political regions and start acknowledging that we don’t just live in cities, municipalities and provinces but also in watersheds, ecosystems and ecoregions.
