The Evolution of the Jeepney and Transit in Metro Iloilo

EARLY every morning, after the roosters’ shrill call, a creature rises in Metro Iloilo, snarling, burping, and chewing the earth as its crawls. With a skeleton of steel and a heart that pumps oil, it carries people in its belly, shaking them from side to side. This creature is the jeepney, a mode of public transportation, and at times it seems to outnumber all the other creatures in the region, even the people.

Public transportation is a key feature of the public realm. It not only transports people across the region, but it also ties them together within it, forging a sense of shared identity. Transit is a mobile architecture, a moving landmark that defines a sense of place, like London’s Underground, Toronto’s Red Rocket streetcars, or Thailand’s countless tuk-tuks. Read more »

MIG 02 Sta. Barbara Iloilo City Growth Corridor

I. Sta. Barbara-Iloilo City

A. Introduction

The opening of the new Iloilo Airport at Sta. Barbara-Cabatuan is expected to catalyze development and further hasten urbanization between the airport and Iloilo City. While this expected development of the area could bring about opportunities for increasing the area’s economic productivity as well as the revenues for the local governments concerned, it can also result in serious social and environmental consequences if these are not adequately addressed and planned for. For example, the existing road connecting the airport to Iloilo City will undoubtedly attract commercial development which, in turn, will attract job-seekers who will need housing and other basic urban services. If such services and related infrastructure needs are not provided for, the areas alongside the road can quickly deteriorate. If land use is not properly managed, the road itself can become congested and prime food production areas may be unnecessarily compromised. These consequences would be counterproductive to the optimization of the economic and job-generation potentials of the area, as well as of the entire Metro Iloilo-Guimaras region, given the regional role of the new airport.

Traffic Surveys in December

Iloilo City - The University of the Philippines-Visayas, was recently sub- contracted by Katahira and Engineers International (KEI) to conduct Traffic Information Survey as part of the project entitled “Multi- Stakeholder Transport Planning and Traffic Management Improvement in Metro- Iloilo Guimaras under Capacity Enhancement Program for Metro- Iloilo- Guimaras Economic Development Council and Banate Bay Resource Management Council Inc.”. KEI was commissioned by the Japan International Cooperating Agency (JICA) to undertake the said project that will run for three years. Mr. Akio Nakamura of KEI heads the JICA Expert team. UP-Visayas is being represented by Chancellor Glenn D. Aguilar.

The objectives of the Traffic Information Survey are to identify traffic management problems and the acquisition of traffic data for traffic control simulation. Three surveys will be undertaken by UPV, namely Traffic Condition Survey, Road Inventory and Survey on Relevant Traffic Data, and Capability Survey on Relevant Organizations. The results of these surveys will be compared to a similar study conducted by JICA in 2003.
