All pine trees to be restored at Gen Luna highway

The span of Gen Luna highway in the city proper will be replanted with pine trees and flowers but not with mixed tree species like eucalyptus, gmelina and mahogany.

This was assured by city mayor Jerry P. Treñas after environmentalists complained to him about the cutting down of 12 old grown pine trees at the highway.

Treñas said the cutting down of trees goes through a process and the Department of Public Works and Highways sought the approval of the city environment and natural resources office (CENRO) to cut down the trees to give way for the construction of a second flyover project here.

The multi-million peso second flyover project will be located at the junction of Jalandoni and Gen Luna streets and DPWH has started the clearing of the area including cutting down of trees and the transfer of electric posts and waiting sheds. Read more »

PGMA to groundbreak 2nd city flyover project

President is slated to come in Iloilo on November 19, 2009 to lead the groundbreaking rites of the second fly-over project here under the President’s Bridge Program to be executed by the Department of Public Works and Highways.

City mayor Jerry P. Treñas said that he was informed of the President arrival in this city by the Presidential Management Staff (PMS).

The DPWH has completed its soil testing and started cleaning the area of traffic islands and electric posts for the eventual construction of the project.

The President will be accompanied by newly appointed DPWH Secretary Victor Domingo in laying down the groundworks for a multi-million peso second flyover project at the corner of Jalandoni and Gen. Luna streets city proper, few meters away from the first flyover project at the junction of Infante and Gen. Luna streets. Read more »

City asks DPWH to fast- track dredging projects

ILOILO CITY – The city government here is asking the Department of Public Works and Highways (DPWH) to fasttrack the dredging of the 15-kilometer Dungon Creek earlier reported with P50 million funding to be taken from DPWH’s budget.

The P481 million DPWH advanced funding earlier ordered by President Gloria Macapagal-Arroyo was earmarked for rehabilitation and improvement of selected areas and infrastructures in Western Visayas damaged by last year’s Typhoon Frank. The Dungon dredging project in this city is part of the DPWH rehabilitation budget.

Treñas said he is requesting the assistance of the Sangguniang Panlungsod to enact three resolutions that will include a request for the DPWH to fasttrack the dredging project in Dungon Creek starting from Brgy. MIGEDC-JICA TWG trains on traffic management

Iloilo City (1 March) — The MIGEDC-JICA Technical Working Group (TWG) will undergo another training to hone their know-how on Transport and Traffic on March 3-4 at the UPV Training Center here.

A press release from the MIGEDC-JICA Project Team said the training will focus on the topics of Road Pricing, Environmental and Social Costs, Public Transport Policy Trends and Traffic Safety, intended to familiarize the transport sector group with the evolving issues and problems of traffic in the MIGEDC.

The training will be conducted by a team of experts from the National Center for Transportation Studies (NCTS) of U.P. Diliman, which is a recognized authority on national transport and traffic concerns operating with national government agencies. Read more »

Vehicle terminals not up to expectation

ILOILO CITY – The Traffic Technical Working Group (TTWG) has recommended for closure one perimeter boundary terminal or miserable in shape and Unsatisfactory ranking while two terminals were reported closed after operating for few months in 2005.

TTWG is chaired by city councilor Erwin Plagata, Atty. Edgardo Gil of the city legal office, TMEU chief, SInsp. Robert Bob Foerster, CPDO project coordinator Engr. Jose Tengco, CMO executive assistant Neuns Mitch Antiquena and TF Asis head Engr. Robert Dumanil.

In its report to Vice Mayor Jed Patrick Mabilog, the TTWG recommended the closure soon of the Baldoza Transport Terminal operated by Jerry Dunlao but currently being managed by Annie del Rosario and Atty. Romeo Gerochi which has a franchise 2005-073 issued in February 23, 2005. The terminal operator failed to secure a Mayors and business Permits since it started operation. Read more »

MOA gives more power to city traffic enforcers

ILOILO CITY – A memorandum of agreement (MOA) on traffic rules drafted this week between the Land Transportation Office (LTO) and the city government here seeks to give more recognition to local autonomy and power of the local government unit in implementing traffic rules in its territorial jurisdiction.

City Mayor Jerry P. Treñas said the MOA is expected to put to rest the volatile situation last week between LTO officials and operatives on one hand and the city traffic enforcers, Traffic Management and Engineering Unit (TMEU) and city officials regarding traffic laws implementation.

The MOA may itself be a model one for all local governments in the country to follow in showing local autonomy mandated by Republic Act 7160 or the Local Government Code of 1991, according to Department of Interior and Local Government (DILG) Reg. Dir. Evelyn Trompeta. Read more »

Traffic MOA up between city, LTO

ILOILO CITY – A memorandum of agreement (MOA) on traffic policy between the city government here and Land Transportation Office (LTO) is being finalized soon to ease out disagreements over traffic implementation in this highly urbanized southern city.

This was announced by city mayor Jerry P. Treñas after talking to LTO chief, Gen Arturo Lomibao over the powers of the city government in implementing traffic rules and regulations through a local law mandated by the local government code and that of a joint memorandum of LTO and DOTC. Read more »

LTO, city government traffic moratorium on

ILOILO CITY – The city government here and the Land Transportation Office (LTO) jointly agreed a moratorium on confiscation of driver’s license of traffic violators pending the final memorandum of agreement (MOA) set to be finalized within this week.

City Mayor Jerry P. Treñas said the agreement was arrived at during a meeting of officials of the LTO, Department of Interior and Local Government (DILG) and the city government today, February 16 at the city mayor’s office to thresh out difficulties on the implementation of traffic rules by city traffic aides and LTO agents.

Treñas said that representatives sent by DOTC ASec Arturo Lomibao who is currently LTO chief and DILG lawyers from the central office in Manila arrived in this city to participate in the meeting aimed to solve the traffic impasse between the city and LTO regional office. Read more »

MIGEDC-JICA study Iloilo City’s ‘on-road’ parking

Parking on and off the road has imposed a big problem in traffic management in Iloilo City.

This was emphasized by Professor Lorena Padojinog, Consultant of the MIGEDC-JICA TWG or Metro Iloilo Guimaras Economic Development Council-Japan International Cooperation Agency, Transportation and Traffic Management Sector.

Prof. Padojinog explained that on-road parking is when vehicles park on the part or on the shoulder of the road; while off-road parking is done on a position or space not part of the road.

She noted that what presently happens on several streets in the City proper is that parking is done “on-road”, limiting the capacity of the road, and adding to the congestion of the road lanes and will result to traffic jams. Read more »

The Metro Iloilo-Guimaras Economic Development Council (MIGEDC) in partnership with the Japan International Cooperation Agency (JICA) under the Multi-stakeholder Transport Planning and Traffic Management Improvement in Metro Iloilo-Guimaras (MTMI-MIG) program is set to conduct a social experimentation on the exclusive left turn lane, a traffic scheme starting Jan. 12-15, 2009.
